Google Ads announced they will as of February 18th, phrase and BMM keywords will begin to match the same user searches. 

They are doing that for simplification purposes.

Which makes somehow sense as Broad Macth Modifier can be sometimes a little bit ‘artificial’ or let’s say ‘out of context’. Meaning you are just saying to google only show my ad if wordX and wordY are part of the Search Query someone is typing in.
